In 2023, we carried out a review of the fundraising levy. This led to changes to ensure the levy remains fair, sustainable and able to support effective regulation.
These changes were introduced in two phases, in September 2024 and September 2025.
Strong levels of levy payment
The fundraising levy funds our regulatory work, and most organisations continue to pay the fundraising levy.
As reported previously, around 97% of levy income was collected following the first phase of changes. This level of payment has remained consistent in 2025/26.
We recognise that charities continue to operate in a challenging financial environment. We are grateful to those organisations that have paid the levy and continue to support independent regulation.
Organisations that have not paid the levy
A small proportion of organisations have not paid the levy for 2025/26.
These organisations have either:
- not responded to requests for payment, or
- chosen not to pay the levy
Transparency
We are committed to being transparent about levy payment.
The organisations that have not paid the levy have now been marked ‘red’ in our online directory. We will also share a list of the registered charities concerned with the Charity Commission for England and Wales (CCEW) so that they are aware of the organisations that have refused to support the system of regulation that so many charities and members of the public benefit from.
