We look at issues about charitable fundraising where these cannot be resolved by the organisation facing a complaint themselves.

We do this by looking at whether the fundraising organisation has complied with or breached the Code of Fundraising Practice (the code). This outlines the legal requirements and best practice expected of all charitable fundraising organisations and third-party fundraisers across the UK. ​

We will actively work with an organisation to make improvements and agree on actions to support compliance with the code. In some circumstances, we will open a formal investigation where we believe a breach of the code may have occurred, even if no complaint has been received or where the complaint has been withdrawn.

This process does not and is not intended to cover every possibility. Where a situation is not covered, we will use our discretion to apply our regulatory policies and procedures appropriately to the case in line with our aims.​

The Fundraising Regulator looks into complaints about charitable fundraising:

  • where these cannot be resolved by organisations themselves; or​

  • where it has caused, or has the potential to cause, significant public harm.​​
