Guidance explaining legislation can sometimes be a bit dry and a challenge to engage with. That’s why we’ve been working with fundraisers to create interactive resources aimed at helping organisations understand their responsibilities.

As part of this work, we have just published some new resources about when fundraisers need to give solicitation statements. Solicitation statements are statements that some fundraisers must give when fundraising for a charitable institution. These statements outline the relationships between the fundraiser and the charitable institution and explain how the charitable institution will benefit from the fundraising.

Why we created these resources?

Solicitation statement requirements are set out in legislation, meaning they are legal obligations. However, it can be challenging to understand when and how these obligations apply in practice.

The rules differ depending on your role. A paid employee fundraising for their charity has different requirements to an agency fundraiser or someone selling a product to raise money for charity.

We have created these resources to help simplify the requirements and aid fundraisers to understand whether solicitation statements are relevant to them. The resources come in two forms – a flowchart and an interactive quiz - so that they are adaptable and accessible in different settings.

  • The quiz asks a series of questions based on your specific circumstances. It only shows you the information relevant to your situation and provides useful context and explanations alongside the answers.
  • The flowchart is a simpler visual guide and by following the question logic fundraisers can quickly identify whether solicitation statements may be relevant to them. This could also be a useful tool for training fundraisers.

Next steps

As part of our ongoing work to support the sector, we plan to create similar resources in other areas in the future. The next resource we have planned will help charities to understand the difference between in-aid-of and on-behalf-of fundraising volunteers. If you have any thoughts on what we should include as part of this volunteers resource, please contact [email protected] by 10 July 2026.
